Council set to sewage plant tenderer

The federal government will seek bids to build the massive sewer-tenders plant near downtown Portage la Prairie, as it will likely face an expensive road ahead.

Construction could start at a cost of $1.2 billion, or $1.8 billion per year, depending on how much property tax revenue the facility attracts, said Finance Minister Charles Sousa.

As a temporary way to fill an aging facility that was expected to be paid for with the property tax revenue that now flows through the port and along the river, the bid to expand the facility, to serve a growing population downtown, is highly anticipated, said Sousa.

"We have a very strong appetite from residents and business people and the government of Saskatchewan to do this project," said Sousa.

The federal government would like to have a formal tender process for the project within five years, if the public-private partnership tender ends early.

"We expect that the tender process will be completed in 2018," said Sousa. "This is a very important facility we're building as part of an overall strategy to reduce infrastructure needs by more than $1 billion annually by 2050. The main thing we're hoping is that the public's appetite for this type of development is strong."

A total of 20 bidders will be chosen to bid for the $7.5 billion project, which is expected to open next summer, with four larger and four medium-size bidders. The total cost of the proposal is expected to be $10.5 billion.

When the project has closed, construction of the two main structures will begin on Portage la Prairie's western side, between Main and Main Street, according to a new city of Saskatchewan map.

While the plan is for two main structures to be built to run a total of 150,000 to 220,000 litres per second, Sousa said it would be reasonable to include a third structure for temporary storage of water.

The City of Portage la Prairie will begin to develop the site in January and early February 2019 after a private-public collaboration agreement between provincial government and developer The Canadian Development Association begins to evaluate sites for development.
