The National Energy Board (NEB) is required to determine which projects qualify for the fund's supply base. To determine where the budget would come from, the NEB sets up an annual procurement process for each program. As part of a procurement process, the NEB can recommend federal funds be spent to fund specific projects or to provide new resources, such as funding for infrastructure.

"These two measures are not meant to be competing, they are intended to provide a level of funding for a particular project in a certain geographic area," NEB spokesperson Eric Lees said.

The first order of business for the LNG pipeline is in the pipeline, and the second order of business is at the Port of Vancouver.
